Even if a device is not transmitting a signal, it can still become a projectile. And the plane only needs a rough landing, not a crash, for stuff to start flying about. Electronics tend to be hard, with trailing wires and sometimes sharp corners. They also have covers and doors and all sorts of little parts that can come off and clutter up the walkways. If your CD player or IPod gets away from you, it could hit another passenger or if it ends up on the floor, people could trip over the wires/headphones. Yes, a book could hit you too, but a book won't spill batteries all over the floor. If that plane comes down wrong and you have to make an emergency exit, you want as little "stuff" hitting people and cluttering up the aisles as possible.
References :
Electronic devices interfere with the signals being received by the airplane while its flying. So, batteries are also not allowed in any airlines because they interfere with the radio signals being received by the crew in the cockpit of the airplane. So, its always advisable to turn them off before flying. But, you can use a laptop or an IPOD after a certain time interval on the airplane. But, listen carefully to all the announcements being made by the airhostesses on electronic gadgets and if you feel, you can ask them the same question for the perfect answer if you're not satisfied with my answer. Goodluck!
References :
There are still signals being transmitted. You know how your phone says roaming or not roaming? Well it relays that off a local tower...constantly to tract your movements to see if you are still in your coverage area. Even if you are not using the phone.. (making a call). It does interfere with signals sent from the control tower to the cockpit.
References :
Because the electronic equipment messes up with the internal controls of the plane, that is quite tricky at take off and landing. That is true with Cell-Phone, computers at all times because of the air signals, but also of other instruments for electro-magnetical reasons at crucial times.
References :
Small devices like pacemakers, hearing aids and watches have such small batteries that the amount of static electricity they produce is minute. The reason they ask that you turn off the electronics is because those electronics interfere with radio waves and static electricity that the plane's guages use to help the pilot land safely. Those devices pull and distort the radio waves and static electricity possibly giving the plane false readings. That can lead to major problems, even death. Don't be stupid...just turn them off.
References :
They do it as a precaution, I'd rather not be able to play my gameboy then foind out it messes with the planes avonics.

Better safe then sorry, bacisally.
